Touki-Waza is when you have only cards of one style type in your deck. Meaning, to have a Black Touki-Waza, put only Black Style cards in your deck. You may also put Freestyle cards in the deck.
Freestyle cards are Named cards and Cards without colors. You can use Freestyle cards in any deck. Touki-Wazas are strong, and let you use a Mastery card, but they are restraining.
Depending on who your Main Personality is, one might be better than others. Only Saiyan Main Personalitys can declare a Saiyan Touki-Waza. The same goes for Namekian Main Personalitys, and Namekian Touki-Wazas.
His personality cards are not obtainable from everything I have gathered. Even if you got the cards, they could only be included as allies as is the case with Captain Ginyu and others.

Dragon Ball Z: Collectible Card Game is a video game for the Game Boy Advance based on the Dragon Ball Z Collectible Card Game of the Dragon Ball franchise. Its Story Mode covers from the start of the Saiyan Saga to the end of the Cell Games Saga.
The game is played with the same rules as the card game and uses the same type of cards. Menu screens allow for quick and easy playability, along with providing summaries for reference. As the player wins battles against the computer, new cards become unlocked, along with more challenging opponents. The opponents are traditional Dragon Ball Z villains, and usually use decks which include their own personality card(s).
