Unlocking car #47 requires you to win the Super Chicken Race 2 event. You must be using the 'chicken' body type unlocked in Super Chicken Race 1 to compete in the second event.
All you have to do to win is floor it down the hill and brake into the safe zone before falling off the edge of the track, similarly to the braking events in the player license tests.
