Naruto Ninja Council ROM
You have to beat the game with both Naruto and Sasuke, but make sure that you do it all on one save file. Afterwards you will have Kakashi available as a playable character in story mode.
1. As Naruto just keep jumping over him and dodge his jutsu until you have full chakra then use the most powerful jutsu you have (Naruto Barrage or if you have it Nine Tails Chakra) over and over until you have no chakra left then repeat until he dies. Never run up and start using your basic attack on Orochimaru as Naruto he can and will overpower you!
2. As Sasuke use the basic attack and dodge his jutsu until your chakra is full then once again use your strongest jutsu (Phoenix Flower or if you have it Tiger Barrage.

Naruto: Ninja Council, known as Naruto: Saikyō Ninja Daikesshū in the Japanese version, is the first instalment in the Ninja Council series. There are scrolls that the playable character can obtain to perform abilities at the cost of chakra, which can be used to break down walls or create whirlwinds. The story mode very loosely follows the Prologue — Land of Waves arc to the Chūnin Exams arc.
Players also get to have an opportunity to fight Orochimaru. The playable characters are Naruto and Sasuke, with the possibility to unlock Kakashi. There is also an unlockable hard mode, that takes place at night, and replaces the Orochimaru, Zabuza and Haku fights with Gaara, Temari and Kankuro fights.
