To go to Johto in Pokemon Cloud White you have to complete the Mangan Story. Then talk to Chen in Mangan city (Kairyu Tower) then go to the west of Viridian City
In Pokemon Cloud White, Riolu evolves into Lucario at level 28.
In Pokemon Cloud White go north of Island Six after you've brought both gems to Cellio. Then you'll come to a new area where you fight your Rival.
He will give you a Mega Gem after defeating him. They are regular items like evolution stones so they won't be in your Key Items pouch.
