In Pokemon Emerald, the Town Map isn't an item you receive unlike FireRed and LeafGreen - it's a feature of your Pokénav that the Devon president will activate after giving back the Devon Goods. It's not a separate item.

The move Deleter can be found in the house neighbouring the Lilycove MegaMart.
The move Relearner or Rememberer can be found in the house next to the Fallarbor Battle Tent. He will teach a move that your Pokemon will have learnt at an earlier level if you give him a Heart Scale.

Pokémon Emerald Version is a 2004 role-playing video game created by Game Freak, published by The Pokémon Company and Nintendo for the Game Boy Advance.
