In Pokemon Emerald, the Town Map isn't an item you receive unlike FireRed and LeafGreen - it's a feature of your Pokénav that the Devon president will activate after giving back the Devon Goods. It's not a separate item.

The move Deleter can be found in the house neighbouring the Lilycove MegaMart.

The move Relearner or Rememberer can be found in the house next to the Fallarbor Battle Tent. He will teach a move that your Pokemon will have learnt at an earlier level if you give him a Heart Scale.

Pokémon Emerald Version is a 2004 role-playing video game created by Game Freak, published by The Pokémon Company and Nintendo for the Game Boy Advance. It was first released in Japan in 2004 and then became available to players all over the world in 2005. As an improved version of Pokémon Ruby and Sapphire, it marks the end of the third generation of the popular Pokémon video game series.

Players take on the role of a Pokémon trainer from an overhead perspective as they explore Hoenn region with its eight challenging Gyms to conquer along their journey. A subplot revolves around two criminal organizations seeking to gain control of a legendary Pokémon’s power for their own purposes. This version includes both Pokemon that debuted in Ruby and Sapphire as well as those previously seen in Gold and Silver, giving more variety than ever!
