In Pokemon Emerald, the Town Map isn't an item you receive unlike FireRed and LeafGreen - it's a feature of your Pokénav that the Devon president will activate after giving back the Devon Goods. It's not a separate item.

The move Deleter can be found in the house neighbouring the Lilycove MegaMart.
