Riolu is a Friendship evolution and it will evolve with 220+ Friendship upon level up. You need to get to the point in the game where you set the clock. Set it for noon. Then level up Riolu once more and it should evolve.
There are many ways to increase friendship level -
1. Catch Riolu in Luxury ball or Friend ball.
2. Use vitamins on Riolu, like protein, iron, calcium etc.
3. Win battles using Riolu.
4. Give Riolu the item Soothe Bell to hold.
5. Keep Riolu 1st in your party when you travel.
6. Feed Riolu it's favorite berries.
