Pokemon Thunder Yellow is a Pokemon GBA Rom Hack by Feather based on Pokemon Fire Red. This is basically a Pokemon Yellow Remake with updated graphics where Pikachu follows you but Jessie and James are introduced.

To get Bulbasaur go to Cerulean City. Next to the PokeCenter on the left is a building. Speak to the woman there to receive a Bulbasaur.
To get Charmander go to Cerulean City. Go north to Route 24 and to the top left should be a man that says he isn't good at raising Pokemon and gives you the Charmander instead.
