In Pokemon X and Y GBA, HM03 Surf is given to you by Calem/Serena in Shalour City (AFTER you beat the 3rd gym) when you try to go to the route on the eastern part of the city.
Head to Dewford Town and then head north to Route 106. You will see a cave on the left but don't go into it instead go behind it and Surf to the left where there is a trainer that encounters a wild Charmander that you can catch. Just make sure to save beforehand as this is the only Charmander in the game.
