If you are doing an any% run that allows cheats, the secret 6th ranger is the best, as he has a 4 in speed and a 5 in all other stats. Outside of that, however, the Red Ranger is most commonly used because he has 4/5 in attack power (damage) and martial skill (maximum special move energy).
Combat is what will eat up most of your time, so these two stats are the most important. You could also try Pink to swap damage for movement speed, Yellow to max out punch and kick damage, or Blue to move through the levels as fast as possible.
Green should absolutely be avoided, however, as he trades all of the attributes you would want in a speedrun for increased health, which is useless not only because you should avoid getting hit as much as possible if you want a good time, but also because some of the tricks in the run involve you dying intentionally, meaning that your health will reset at various points anyways, nullifying his one and only positive.

Power Rangers Time Force is a video game based on the 9th season of the TV series, Power Rangers Time Force released in 2001 and published by THQ. The game was released for the Game Boy Color, Game Boy Advance, Microsoft Windows, and PlayStation.
The Game Boy Advance version is a beat ’em up side-scroller. This version follows the show more closely. The player must travel through various stages to stop the evil Ransik. All five Time Force Rangers are playable in the game. The Quantum Ranger is playable when the player earns the Quantum Morpher power-up, allowing the Ranger the player is controlling to use the powers of the Quantum Ranger. The game also features Zord battles, however, only the Time Force Megazord in mode red is playable in these battles. This game is similar to the 2003 Power Rangers: Ninja Storm video game for GBA.
